One of the biggest challenges for an author is developing a power system that remains consistent throughout the progression of the story.

A power system is made up of rules, but we know that many times the author breaks these rules, whether for creative freedom or for narrative reasons, it doesn't matter. The question is, which Battle Shonen has the "best" Power System?

Naruto by far.

Ninjutsu
Taijutsu
Genjutsu
Kekkei Genkai
Summoning
Seals
Barriers

It has all the versatility and depth one could ask for, with clarity, or at least minimal confusion relative to others.

It's better than Nen, it's better than Haki and Devil Fruits, it's better than zanpakto, kidou and Bankai, it's better than Jujutsu and Domain Expansions, it's better than all of them.

Naruto, it makes an effort to explain in detail how the characters use chakra and how it’s supposed to be used. This makes the exceptions to normal usage—usually the Akatsuki—stand out when normal rules are broken or superseded.

Beyond that, it has a simple and easy to understand breakdown of the main powers. It has certain characters so heavily devoted to each traditional style (Gai - Taijutsu, Itachi - Genjutsu, Kakashi - Ninjutus) that even casuals get it.

araki had the right idea: if a battle shounen goes for long, the power system becomes retarded and needs to be reset in power levels

All other shounen listed here are proof that they get all the more retarded the more you progress in the story and introduce more "exceptions" or other contradictory stuff


Side Note: This has (less) to do with the writing ability of the Mangaka and more to do with how Shounen Jump works. Similar to mmo expansions if you try to reel in power levels or dont rise the stakes sales suffer from it historically.
