Yeah, the editors aren´t 100 percent reliable, but since Oda doesn´t do many interviews, it´s worth keeping in mind.
Also, the fact that ¨Young WB¨ exists as a distinct PL form Primebeard now, makes Weevil being equal to him much more likely, since it´s a more attainable level, as opposed to Primebeard, being more rare. If we assume that WB avoiding Kaido means they´re relative, you could make the same argument wrt Marco/Jozu and Weevil.

Moria because there's already a connection via Perona's relationship with Mihawk and his power would be useful to them, and I can also see Neo Mads showing up because for one Oda wouldn't have established them has a group if they weren't gonna play a major role but at the same time as they stand they lack any real fire power, I can see them teaming up with Cross Guild, Neo Mads gets a powerful ally and the protection of a yonko crew and Cross Guild gets lots of man power and access to super solidiers

You are comparing an editor gassing up Oda's work to an editor having actual doubts, calling Oda and Oda saying "don't worry, there Is an actual reason for It".
And as siad, contrary to him being forgotten, Just last arc we have seen him, we had news about him, his situation changed and we discovered he's a clone of WB.
But since you are so sure, care to bet we'll see him again and he'll have a role?

Major Pirate Crews have a Theme, such as WB Pirates being a Crew of Orphans, and Beasts Pirates were a Crew of Outcasts, and BM Pirates are a Family, and BB Pirates are Corrupt People ... etc
Cross Guild seems to represent Underworld, that should be their Theme,
Oda will probably Introduce many New Characters as Recruits (From Assassins to Mercenaries to Bounty Hunters to Brokers ... etc)
As for Known Characters, here are Candidates who fit that Theme:
1. Moria/Perona (Heavy Underworld Design)
2. Doflamingo (Underworld's Joker)
3. Neo Mads (New Iteration of what once was an Underworld Funded Organization + Germa are Assassins)
4. CP0 Stussy (Underworld Emperor + Assassin)
5. Firetank Pirates (Mafia Empire)
6. Yeti Cool Brothers + Funk Brothers + Jean Ango (Assassins whom Oda might decide to bring back)
7. Rest of Underworld Emperors (Which could include Wapol since He is Hiding with Morgans)
8. Weevil (Only because his Mother is his Brains & She is Former Mads Member & same as her Clone)
9. Apoo & Urouge (Only because They are still available for Recruitment)
