Yes because they were doing a gag. No different from Nami having Conq Haki for a gag.
Every being in One Piece has Haki.
I don't see how it's asinine to think Chopper can unlock Haki all of a sudden but it's fine to think he can unlock PoL out of nowhere. It's not like random Haki blooms are a foreign concept as Usopp had that happen in Dressrosa and Zoro in Alabasta.
Not that I'd like it if Chopper randomly had good enough Haki to do that, but it's not like there's any other way to write this well. Oda wrote himself into a hole.

You want it to be a gag so badly but the power of love has never been treated like that, it’s always been serious.

PoL would be it being well written. You just don’t like it
