How low has Zoro fallen ever since Wano? Even prior to Wano, Zoro wouldn't struggle the entire time with some low level fodders.

Meanwhile, guys like Kuzan would just freeze the entire area and all the fodders would be gone.

The entire point is that they don't want anyone to find out the truth of what happened at the castle and that Loki is actually a good guy. They only allowed it when Elbaf was at the risk of being taken over/destroyed by Imu.
They have no reason to tell anyone that Shanks actually didn't fight Loki fairly or didn't even fight him in the first place (which is the most likely option).
