This is just the latest entry, perhaps exhibition 35 or so, of a One Piece character being baffled and dazzled by Zoros battle level. This is the level of Nikas first mate. Even a 350 year old giant who used to be Elbaphs strongest and has seen up close Imu, Shanks, Gaban, Harald, Loki & Big Mom recognizes the feat.
Oda could probably create a Museum exhibition of every character that has witnessed Zoros fights and commented on it. Chronologically starting with Coby and Captain Morgan until Jarul today. I guarantee that no other characters, except perhaps Luffy, has 20 % as many panels of in world characters hype.
Off topic but I'm pretty sure Oda might have thought that Jarul and Jorul wouldn't be that important in the grand scheme of things, so he just fed one of them to toddler Big Mom, not realizing how fucking stupid that'd sound especially as the series went on and we learned how strong they actually were.
Finally a proper way to estimate Loki size?
I imagine Jinbe is referring to fishman island sea kings (since they're the only ones with story prominence) who were said to be around 5km tall in Blue Deep Databook.

It literally was not, in fact Oda's retcons have made this even more clear.
Roger and Garp overpowered Rocks's DR control, Loki overpowered Haralds GK seal control. Neither of them have to actually kill the opponent, because that isn't the goal. They gain the victory by overpowering their opponent, except Loki did it solo. Which is why everyone was so amazed.
and nah, Oda wouldn't have Imu react like that if Loki's achievement wasn't supposed to be the biggest deal of the flashback.

I mean, I don't take Databook or VC stuff seriously even when I agree with it. I guess if you want to use it as a rough estimate, it's not the worst thing in the world, but I doubt Oda was thinking of the Databook statement from 15 years ago, when he doesn't even work on them.
Also, just because they can be equated, it doesn't mean they're necessarily the same. Similar to how Jinbei can describe Shanks and Mars both having monsterous Haki, but it doesn't mean they're the same, they might as well just be similar to Jinbei. Both Loki and the Sea Kings are massive in his eyes.
