There is no other possible conclusion. If he was fighting only in gunko body there was a way to Oda end the arc without making imu or luffy/loki be defeated (like gunko)

To me the struggle between them at the end showed the real strength. I don't think there was big gap between them.

what strugle tho? Luffy laught at every one of Kaido attacks and toon forced his way out of them. Luffy got hit with like 6 full Power Kaido acoc attacks to his head and it did nothing. the only attack that he could not toon force his way out was the wind slicer, but that attack only hit Luffy because Luffy needed to hold Kaido in place for his attack

That would mean they aren't supposed to be the FV
The thing is that Luffy and Loki being BOTH defeated is very unlikely as that would mean Elbaf is getting conquered, or I don't think Oda will go for a dramatic end

This chapter feels like a filler episode of DB Super tbh.

Reminds me of Goku and Beerus fighting in space, Goku loses and falls to the ocean, only to recover some power and fight Beerus again… only for the episode to end with Goku falling back into the ocean.
