Because :
1-Luffy was heading to Wano an isolated country where his future overwhelming defeat at Kaido's hands will not leak to the outside world hence confirming Morgan's overwank in his Luffy's article.
2-Post wano,Luffy's emperor status will be confirmed after he defeats Kaido which will leak to the outside world contrary to Luffy's previous overwhelming defeat which will have been covered.
Conclusion;that chapter calling Luffy 5th emperor was for future use and will be confirmed post wano imho.
It's like if i'd asked you "mate why the fuck did Oda dedicate a chapter calling Luffy the 5th emperor when he was low diffed by a casual emperor at the beginning of the arc?"
You see? That can go both ways.
The fun fact is that Luffy was put in a Commander's prison this arc and war about to fight him until Big Mom's interruption in Udon, if Luffy didn't have to ever deal with executives again,why was was he put under Queen? Why not in Onigashima directly imprisoned under Kaido? Why did Luffy clash with Ulti and Page 1 and was about to for G4th? So many things which directly contradict what to are saying in your post.
Of course what both of us say is just interpretation but the difference between you and I is you take your interpretation as confirmed facts and try to impose it on others lol.
