I never believed Imu would summon the other HK, it was obvious that Oda is saving the other HK for the Revs.

And as for DR Loki, only Loki haters and ZBoys believed that would happen because they badly wanted to see Zoro cut a Dragon's head.

Also bringing more Holy Knights to Elbaf would just drag the arc out even more.
