So if anything, so far the one that seems more to rely on Haki is the WG

Yeah, a lot of the arguments against this are just nuance baiting. OP isn´t very complicated, Oda was just using Xebec to do exposition, and there´s no way that it´s a coincidence that the flashback ends with Loki eating the legendary devil fruit, while him having Haki that could match Haralds wasn´t even given story focus. Similarily, the Gorosei only wanted Luffy dead when they were worried about him awakening his devil fruit, him using top tier haki didn´t interest them, because he ultimately wouldn´t have been anymore of a threat to Imu than the GV 6.
