They can if it’s a weak one.

Gunko instantly regenerated the entire upper half of her body when Usopp blew it up in their first encounter pre-flashback.

Maybe it’s because Gunko has the deep deep sea contract, while Qilingham only has the deep sea contract, but even Harald was shown regrowing his arm after Loki took it.

Haki is probably the determinant in how effective attacks on HKs are.

Imu´s regeneration doesn´t work like the others, so no, the rope situation makes zero sense
The explanation I heard that makes the most sense is that ACoC attacks downgrade their regen from regrowth to reattachment, but Sommers regrew his hand that was cut off with an ACoC slash, and I doubt that Sanji was secretly using ACoC on Killingham, so even that doesn’t really make sense.

Oda obviously just retconned how it works so that he could write in a lazy way to temporarily take out Sommers and Killingham before they enter Phase 2 when Imu arrives.

The fact Qillingham still couldn’t regenerate in 1178 basically confirms Sanji used CoC.

Literally the only examples we have of immortals being limited like this are situations where CoC was used. Ex. Sommers in 1178.

When CoC wasn’t used or the immortal had CoC themselves, regen wasn’t nerfed like this. Oda probably offscreened Sanji vs Qilingham so he can do the reveal at a better moment.

Bruh gaban used acoc against sommers and he regenerated his hand instantly.
