Tbf, you´re not entirely wrong since Oda usually likes settling things in 1v1s and the armies of fodders can technically be COC victims, but Oda can sometimes be schizo and have characters act like the Yonko having thousands of fodder is super important. At the very least though, I don´t think Loki would have a higher bounty than Big Mom and Kaido. They have decades under their belt, RP´s, and they have some sort of connection to the ancient weapons, accident or not. Loki not having proper backup is probably how he did end up getting captured, though I think that´s going to be situational and not a proper 1v1 loss.

If it was up to Imu, Nidhogg and even current Luffy will have higher bounties than Roger. He don’t give a shit about armies, it’s already clear how he views Loki in terms of threat level. You can have 6 Rogers (like what happened in God Valley), and Imu wouldn’t give you the time of day, they’re all Domi Reversi victims.
Something to keep in mind is that the Strawhats probably won´t get bounties for liberating the world from the Celestial Dragons and Imu. I think Luffy and Loki will join the 5b club for beating Fleet admiral Sakazuki and Commander of the Gods Knights, Shamrock, and getting away from Imu this arc, maybe a fight with the BBP as well.
Could be, but with the way oda writes im pretty sure EoS even after the (current) WGs fall there will still be a governing body that will give out bounties, and the SHs will be pirates so i dont agree with that.
Like if your argument is the next bounty Luffy will get before the final war is his last, i could see it, but than how would that even work?
Cause remember there was quite a time passage of Roger going to Laugh tale, finding it, sailing back and it becoming public to get his 5 billion bounty
When is that supposed to be happen in story? Cause at that point the EoS final war is 99% already started and things goes very fast, for that type of bounty upgrade you would need a traditional arc and elbaf clearly seems to be the last one (and thats assuming the Sh are not getting packed here)

I´m sure they´ll still be criminals under a new government, but I doubt the new government will actively be spending their time increasing their bounties by the billions. Surely their priorities will be like.... rebuilding. getting slaves/persecuted groups into proper society, arresting CD´s, etc.

Luffy should already have those figure too when it was known he's Joyboy with Nika fruit.

They need to be erased.
Imu should go and dispose them quickly before anybody knows more about.
