How highly do the Gorosei think of the Admirals? You got Nika and Nidhogg on Elbaf, two gods, who are forcing Imu himself to move out something the entire batch of top tiers on God Valley couldn't do, but the Gorosei are offering a single Admiral, they don't even dare offer multiple Admirals (😂), and the other alternative is all 5 of them instead of the single Admiral.
