There definitely is. Gorosei think higher of Admirals than themselves. Pretty big for top tiers to do.

An Admiral is an Admiral? Well maybe today it's true but I can't speak to decades ago, I do doubt that considering Sengoku was one, and his near equal Garp had multiple Yonkous running for their lives.

But it could just be Xebec is simply that strong. It's true he did have all the Yonkou on a leash.
