Law knows the story of the celestial dragons, but the names of these kings aren’t exactly common knowledge. Sabo didn’t know about Nerona Imu nor did Sakazuki know Doffy was a CD.

Gomu devil fruit is a top secret, they don't want to make a big fuss about Rubber power by sending a admiral to kill a rookie which could make people got curious and suspect something. I would say this is Gorosei's fault of not taking it's matter more seriously. Imu doesn't do shit, he just discovered Luffy and Teach during Paramount War. You can say it's also corruption for taking the credits away from Luffy to Smoker.

I think you exaggerated Kizaru's power, if he could do that then there is no need to ride a warship. On that distance, it may consumes more stamina than a short distance.

Edit: also if that's the case, Van Augur can just travel around the world.
