fair point but:
1. Shiki was getting money, which he would later use to fund his plan to overthrow the WG(and he should know about Imu, tbh)
2. Shiki is close enough to Garp portrayal wise, so it's not too much of an issue, but Ray and Gaban don't really have much that's concrete
