So when Zoro uses a named signature move on top of his named, strongest mode, it's flirting. When Imu uses the same named attack on multiple guys including Zoro, it's harassment.

Well, Oni Giri is Zoro's opener, KOH or not...
Surely strong haki, if it really is KOH instead of fumes that ppl assumed were KOH during Lucci fight...
However, Imu is in his strongest, Awakened form, already and is using named moves. We dont know if they are hakified or not...
This would be the same if Zoro was using Asura DMG...
And yeah, if the attack does nothing to both Zoro and Sanji, I think we have to call it weak because Sanji would be done from Zoro's KOH Oni Giri so let's see how this goes for Imu.
