Because it isnt. It is not mind control to begin with, Harald explained what happens to ego under DR and I am even willing to claim that the whole DR thing is not even Imu's power but MJs national treasure.

Starting to believe Oda only made up Domi Reversi on the spot to justify Xebec vs Garp and Roger happening. It has been completely irrelevant in the present aside from stalling Zoro for a few chapters (shit that could have been done with the MMA)
