Roger is indeed highly respected and feared, just as much as Xebec. This is evident in the ruthless way the government did everything to prevent Ace's birth; they wanted to avoid even the mere offspring of Roger's DNA. Imu probably thought Ace would be the reincarnation of Joyboy. They eliminated thousands of babies and pregnant women just to prevent his birth. Ace was probably a priority for annihilation above Whitebeard himself, simply for being Roger's son.

This reminds me of when we first saw base form Kaido and people thought he was using a fruit. Literally Imu may not be human and I am not sure there is evidence to say he is human. Literally the Gorosei reference him as a god.
