Like you didn't even mention Sanji vs Imu is drawn like a 1v1 with Imu's full focus on him. While Zoro is in a group sequence with Imu not even looking at him, it's like he got presence diffed in comparison, and Zoro still couldn't react, while Sanji could.

What's gotten into Oda lately? Do you think the live action played a role in this and has gotten Oda to completely flip for Sanji?

If he had hit zoro with a big flame zoro would have simple cut it. So snipping him actually made more sense
