Not if it takes zero effort for a small targeted burst and also zero effort for an explosion though. Imu appeared to expend approximately zip, zero, zilch energy to defeat anyone here.

If you're arguing about going all out, we don't get Sanji going into detail about powering up for his strongest ifrit jambe or whatever. Both did a sudden fast move against Imu and couldn't outspeed him. I also don't find it logical to say because Imu kicked Sanji it means Sanji went all out where zoro did not or something,

zoro had a whole clash with pica in stone form and real form way before the sanzen sekai. Sanzen sekai was the ult finisher he pulled out.

Zoro thought it was just another HK. The hk he saw were fodder as fuck. Yet he still busted out king of hell.

Its a good sign if oda lets zoro be fine and go after imu. We'll see if that happens. i don't think it will.

It's crazy how Oda had Zoro jump right off the bat in his strongest mode and you got people claiming he held him back because he didn't use his ultimate as first move (sometimes characters in shonen never fucking do, even against Kaido Zoro only used Ashura when he could barely stand up )
