Paraguay gives tax exemption to digital nomads and pretty much anyone who has their income source from outside of Paraguay. This is not tax evasion; the proper term is tributary planning( or tax avoidance).
If you pay for a service and don't receive anything in return, you were scammed. There is nothing inherently wrong about migrating to pay less taxes, especially if you live in a high-tax nation with shit-tier public services.
