No, the problem is how the author made the scaling in power level already. If Shanks had never defeated Loki, his power would be unknown, so his hype would be built from killing Harold. Instead, Oda rides Shanks again, which establishes a simple rule: struggling against Loki means that Shanks is maybe on the same level or even stronger that person who is struggling. So to defeat Imu, for example, all you need is to call Shanks. Which makes the "final" villain into a joke. No one was able to defeat Aizen, except Ichigo, and no one was able to defeat Madara and Kaguya except MC. But if Kakashi was able to solo Madara, or Jiraya was able to solo Pain, then it's kinda downplays the whole tension, turning it into fake tension.
