I'm trying to understand how will Oda make Luffy pull a better fight than Loki after making Loki look way more powerful than him

The comparison for Imu is he's more or less the Aokiji of the new world.

To be completely fair, the blob wasn't of any threat to Rocks and co, aside from hax. It was powered up Rocks which did the rest of the work.
Loki and Luffy seems to be immune to Imu's hax due to their peculiar DF, it doesn't have anything to do with power level itself.

That aside, Loki is (most likely) stronger than everyone in God Valley including Rocks himself anyway.
