How did you come to this conclusion from this chapter?

He makes people stronger with pacts you got the whole thing wrong, in exchange for their lifespan which I assume is how he lived for so long.

Your theory has a hole in it, 14 years ago he lost Harald and never replaced him and then now Saturn and Garling moved up the ranks to replace him but it left a hole in his pact users, so hes down 2 users now which means according to you hes weaker then he was 14 years ago? And he did it willingly with Saturn?

Based on past experiences with Moriah and Big Mom.
Both are stealing something from others in order to make themselves more powerful.
Same with Imu, he steals their will and their lifespan but will is the most important here in order to power himself up.

Yes, Imu is weaker than 14 years ago in your example but that only seems relevant to you becuase you react on weekly basis.
You do not see the greater picture, if he makes it out of Elbaf alive, he will forge more pacts.
The reason he lives so long is probably Eternal Youth from Ope no Mi...

Ever since Oda introduced Imu's real design and gave him so characteristics, he's really growing as a very entertaining antagonist imo.

How diabolic is it to portray yourself as the sole victim who suffered the most of Harald's death, even though YOU were the one responsible for his death? He was saying all that stuff in front of Harald's son, that's truly evil lmao.
Dude is the textbook definition of a narcissist, but not in the exaggerated mustache twirling cackling villain trope way like many One Piece villains fit under.

Imu is infusing others with his own power to make them stronger. Hes not taking power from them.

He can literally take a random CD and forge a pact with them. Or any random power hungry individual. And let’s not act like they are in shortage.

They have to willingly submit their will.

I think with the motivation of "envy" he discussed most or all tenryuubito could be coaxed into it; their ideology is all "me me me i deserve it all" all hes gotta do is say "look how messed up it is that the humans are rebelling, dont you want the strength to put them in their place?" Not all scum are obedient, but the celestials basically seem designed to create petty jealous dickheads out of their children
 
Don't know if it was stated by someone already but Imu used the Black Flames to defend himself against Loki's last attack.

It shows how those flames really are pretty useful in both offense and defence. You can see he created something like a black flame half sphere in front of him and it's dissolving after the attack. From what we've seen I like Imu fight style, seems like he can use those flames for anything.
