Not completely, only to a certain extent. Recognizability plays a role, after that people are willing to look at design vs design. Cell winning proved this. I doubt Cell the character has more fans than some others he beat out in this place.

Ever one of these is a popularity contest and in Cell's case a DB character winning is no surprise at all.

Still, I like the idea behind these because I get to see some underappreciated submissions from time to time

Yea so recognizability matters, once the characters are equally recognizable among voters the design then matters. There were plenty of equally recognizable characters for majority of people here, including Frieza from the same show.

Nah Frieza wasn't even top 10 bro. Got dusted in quarterfinals or something. So dbz = win simply isn't true. Piccolo lost even before that.
