To be fair to oda, i cant remember a shounen at the top of my head with sensor abilities that either doesn't run into problems like this or the author invents some bullshit along the way "we use our special counter technique to not be detected."
They always cause situations like this

Not a single panel in the manga says that. A yonko only takes an island as their territory when its WEAK and NEEDS PROTECTION, and usually in exchange for favors (candy for BM, weapons for Kaido, and free for WB and Shanks)
