I thought he was Low Top Tier when we basically had 0 info on him other than his bounty. I can't gauge characters PL just based on looks. We got a lot more info on him now. I think he's Low Yonko level, but still weaker than Luffy.

So basically he jumped from Law level to BB level for me.
