Yep, and 19 and 20 were supposed to be the big villains. The editor said nope and we got 17 and 18, who were still not threatening enough for the editor. So we got Cell.

Yes, Toriyama had a lot of good qualities...but as an actual storyteller, he was abysmal. Never had anything actually planned and constantly pulling stuff out of his ass.
