Not entirely wrong, but tbf, you do have to account that MF is pretty stacked with characters, and that just isn't Odas strength, which is why half the Marines/warlords don't do much significant in the arc.

Sengoku was pressuring the entire BBP for a bit, if he ever gets written into the modern story, he's going to have feats making it obvious Luffy surviving him was kind of plot.

Sengoku I kinda see, he has some presence due to being Garp's peer, being FA, having three types of haki plus that magnificent fruit.

But Kong spent all of GV as Garp's henpecked superior. Outside of rank and a cool name he has nothing.

He’s still Commander-in-Chief and former Fleet Admiral. He’d be a decent hypetool for someone like Dragon
