Oda says that the toughest men on the seas are at God Valley, but that doesn't actually men the characters at Gv are the strongest in verse, it's a typical hyperbole situation. Insofar as Sengoku is on Shikis level, he was clearly strong enough to participate in Gv if he was able too, just like we can assume Harald would as well. This has nothing to with if he's weaker than a certain character or not

Zaza is called "God of Rain", not goddess, so Sanji definitely isn't fighting a female opponent

Imo Zaza is defo feminine and that is exactly what makes the fight appealing for me personally. Just my opinion though but I’d advise not over rationalizing it too much. If Zaza is indeed female & Sanji is being pit against her then Oda has an angle here so prolly best to wait & see what Oda’s cooking. It’s not like it’s going to be the first time Sanji is being pit against a woman. Question though is it will it be different this time.
Like I already stated in Sanji FC, the stakes are different this time. Against Khalifa or even Black Maria Sanji was the only target of said female’s onslaught but now the kids on Elbaph are involved. It’s all well & good depending on your Nakama but Zaza is clearly beyond what Nami or Robin are capable off not to mention that Sanji is on the complete opposite side of the Island so Sanji needs to find a way to solve this problem himself.
