Shanks Haki was compared to Rayleigh's.
It's pretty clear - Oda views those two very close, thus Gaban is also close to Shanks in terms of power.

YET Gaban was shivering at the thought of HK Harald wrecking chaos into the world... Well, Loki with 0 DF experience was wrecking the same Harald to the point he lost his connection to Imu for a moment. Then he dealt the finishing blow.

It's actually pretty clear that Loki is significantly above old gen and most current gen top tiers, Shanks included.
