I can see why the comparisons are being made but not only is Buggy a bit too normal physically. Rocks doesn’t really seem like the type that was knocking chicks up left right center.

Buggy saying he was a pirate god happened when Oda was still treating him like a real villain who was killing civilians and the like, it was before he was established as an Usopp like character. Itś not like his gag is that all his lies end up coming true anyway, just falling upwards, and a Yonko is pretty much the highest position you can get
