Ite what I genuinely think rn is yes Loki is above the old legends and that power creep is running rampant.
I.e., I fully believe Oda intended Kaido to be the strongest of his gen, however, Kaido's done now. So by the time guys like Shanks, Mihawk, Dragon show feats they're gonna make Kaido look like baby food, no different to Alabasta Crocodile vs the Shichibukai and how he was the biggest victim to power creep. Or how we all know if/when Dofamingo comes back he'll suddenly have jumped up tiers and have ACoC or sum foolishness.
Yes it could be possible that Shanks etc... surpassed Roger. Perhaps even likely atp. As shallow as a reason it is, I think if Oda gives him and BB new bounties that surpass Rogerbeard then that's Oda saying Rogerbeard is done.
However, whilst Kaido is unlikely to come back to benefit from powercreep, Roger and the old legends can still benefit from it. I.e., if someone awakens a new type of haki and it turns out in a flashback that Roger also had it, or if Luffy becomes PK and has clearly far surpassed Kaido's feats, but someone says wow he's finally surpassed Roger.
Or if BB awakens the gura or sum and someone says wow maybe he's finally surpassed Whitebeard. Narratively, Luffy is most likely to surpass Roger when he becomes PK, and that is the only possibility for Roger to still be shown as the strongest non-mural character. And there's still Strawhat lore so Roger will deffo be back. But Roger stocks are down tremendous icl. Ima stay invested tho, y'all can buy the dip too 😏
