Loki can take part in defeating Imu all he wants. More confirmation that Imu is not the final boss. Oda is not gonna share the final villain with random supporting character

Like, we could of just had a situation where Harald sells out to the government(24 years ago or so), so Loki becomes a pirate, comes back strong to stop Holy Knight Harald, kills him and agrees to be arrested for doing so

Why would Loki he weaker than luffy despite the fact that imu is saying Nidhogg and nikas battle will be the one that divides the world.
Luffys current version should be Above his wano verison so he should be above kaido

Who do you think is the strongest animal in history?
In terms of sheer physicals I'll say blue whale or one of the super ichthyosaurs, but in actual fight it'd be Megalodon, Livyatan, sperm whales....or one of the super ichthyosaurs.

Loki is extremely strong. But his fighting is rather conventional. Lightning blasts, haki hammer swings, ice powers.
Luffy also has access to conventional fighting through haki, martial arts and fire. What he does have though that Loki lacks (and almost every character not named Imu) is total freedom/creativity. Luffy can conjure up anything, Imu is one of the only other characters with this ability.
So it might not even be a question of power level but more so about special haxx.
