It depends.
I view Loki as the strongest character in the verse outside ancient gen characters like Joyboy/Imu/Davy Jones (with Blackbeard & Luffy ultimately surpassing him) because that where his portrayal and feats should put him at, so Loki putting up a fight against Imu doesn't damage Imu's standing per se, Ragnir wouldn't have chosen Loki if he was unable to do anything against him to begin with.
It only looks bad under the assumption Shanks beat Loki in a duel, as it basically means Imu can't even deal switfly with a sub yonko level character that might not be 100% healthy
Or that Shanks was hiding his real strenght all along and is actually above all top tiers by a significant margin, but that's pretty stupid too.
Ultimately Elbaf's arc holds much better under the belief Loki's capture is unrelated to powerscaling and I think only people salty at Loki for x reason would disagree.
