Oda most likely had a plan with him which he dropped. Hence he feels so insignificant.

Last arc, not in before WC, Oda put there his plot, his origins (likely being a clone of WB) and separated him from Bakkin. And now the clones and whatnot are hot topic.

Tbh I have no doubts the plan is still very much going on and he is going to join Buggy down the line.

He may have had the clone aspect planned, but having Weevil imprisoned after doing nothing with him since his introduction just screams of winging it.
The whole Shichibukai abolishment in itself was just a mess. Mihawk going from being thrilled to being hunted to immediately fed up the very next time we see him…Blackbeard going after Hancock randomly then settling for Koby for a stupid plan…random fodder only being sent for Weevil and him randomly being on Sphinx right after.
Oda has just been moving pieces around haphazardly.

Well, since I am the only one saying this things lol, I'll say again: we don't know, but his plot was addressed "just" last arc, with his likely origins and an unexpected development.

Imho, he'll end up with Buggy, but we'll see.

His strength being reminiscent of Whitebeard was fraudulent... A single Admiral low diffed him.
