Yes it means he felt the most demonic Haki, not most powerful. He never said it's the most powerful Haki for a reason.
What did he say? "he never felt haki like this" of course, because Imu's Haki is different, it's demonic Haki.
Joy Boy's Haki > Imu's Haki, that's certain.
Imu never knocked out Vice admirals with Haki yet.
Shanks and Joy Boy did knock Vice admirals with Haki.
WB was stronger than MF version, and Shanks didn't use all of his power vs WB.

It only confirms the public thought Shanks defeated a 2.6b pirate and made him an emperor. I mean, Buggy exists.
I'm not saying that Shanks is as fraudulent as Buggy but there's clearly more to it which Oda has yet to reveal. It's like stating Luffy defeated Kaido without considering what it took to beat him.
This arc literally started with the strawhats being captured by Road who's a complete fodder.
Shanks is relative to emperors and old legends like Gaban and Rayleigh. Sure, he is strong but Loki truly shows the difference between old legends and those who're meant to hang with god tiers. Blackbeard is also an exception cuz he's gonna be a god tier as well in the final arc.

Wrong. Shanks is clearly above of Rayleigh. His Haki is compared to JB's, and knocked out Viceadmirals with a basic CoC, wifi-diffed an Admiral, one-shotted 3 billion Kid+Killer, Rayleigh can't do that.
Luffy getting captured has no effect in the story, it's just Oda is playing around, so he lets him go shortly after.
Loki was chained for years because Shanks was putting him under control, it has effect on the story, also controlling other giants on the same island as well. Elbaf was Shanks's territory.

Dorry and Brogy stated Joyboy's robe Haki is even stronger than Shanks'. It managed to solo skysplit, when has Shanks ever shown this level of Haki?

You brought up Jozu and Marco into this but did you forget who put Marco in seacuffs again?
You've seen Loki's crazy feats in this arc, especially against a god tier. Do you truly believe Shanks defeated this monster?
There isn't much Loki can do when his entire body is covered in seastone chains AND cuffs.
Also, Loki literally isn't an enemy to Elbaf, he's malicious to the WG. It was "fake news" that Loki killed Harald out of malicious intent, he had no other choice. We know the truth, the people in Elbaf clearly do not.

Shanks's AP can hurt Loki's defenses in order for him to capture Loki. That alone is a great feat.
