Forest God - Nerona Imu - Gorosei and God’s Knights

Earth God - Sakazuki - Admirals and Zodiac vice admirals

Rain God - Marshall D. Teach - Blackbeard Pirates

Sun God - Monkey D. Luffy - Straw hats pirates

The final war is these 4 Gods fighting for supremacy and the world will be decided amongst them depending on who you believe in. And the highest of believers will receive the blessings of their God.

I don’t think “the devils fruit” is actually a devil fruit, like the Elder’s and Shamrock, Imu was not given a devil fruit model and type but in the same arcs these individuals revealed their power other characters distinctly had their types and models displayed. That being said I only expect Imu to be capable of this covenant stuff.

Interesting because I was expecting the final battle to be between Luffy’s 13 covenants vs Imu’s

Imu has "Devil" DF hence he can give contracts to others. Seems like imu specific ability to me. As loki said it is basically to make deal with the devil.

A covenant is a contract. Instead, what you should expect is a blessing which is a gift. Either way, they're both rewards from forms of fealty.
