I don't think he makes to YC3. What commander he would give a hard diff fight even if losing? Maybe Snack.

He wasn't stronger.

Brook is actually a very interesting character, he is the first strawhat who attained King title. His shadow was used in Ryuma who was said to be the sword deity and warrior with the strongest soul. Brook has soul based sword and ice powers just like gandhi from gorosei also they both has skeleton powers. When Ryuma was battling Zoro he said it is like he is battling with a giant monster also Zoros attack took the shape of a dragon. Brook in his flashback had nika parallels and Ryuma was also compared with nika.

With those parallels we can assume if Brook was allive he had Ryuma lvl potential and Oda somehow paralleled with Ryuma. On the other hand Zoro was compared with WB because he used body of a swordsman who died protecting his family.

Too bad Brook died too soon and for some reason couldn't awaken his potential.

Next power up has to be haki though. Or at least awakening if he doesn't have it yet.
