Given his title, it’s very likely that he engineered the fog on Esperia. Why? IMO it’s likely because the CDs just wanted more slaves. Perhaps they even needed more to work their giant bridge projects.
In any case, Mars engineered catastrophes to destroy the economies of various countries so they wouldn’t be able to pay the tribute and were thus forced to offer their people as slaves.
The real question is, how did he do this? Is this just science? Or could it be part of his DF abilities?
