When did kakssbi state that he was weakrr than haku? If a one tomoe sasuke could pick up on hakus entire movememt you really believe adult part 1 jonin kakasbi couldnt do so?
The only thing kakashi mentiomed was there being some ninja younger than him but stronger than him. He never omce mentioned haku being one of tbose individuals.
In terms od over all combat and force zabuza was stronger than haku. The only thing that he had above zabuza was having a kekei genki.

Jonins were more concerned about zabuzas mist and his demon blade since its grows the mlre blood it gets and his mist was so broken that they had to rely on kakashi to make a plan around it. And when haku and the other ninjas releaaed their baki the only haki people qere concered about was zabuzas lol. Bis chakra was so fierce that it manjifested into a visble wolf

The obvious implication is that this was the first time it happened. It's pretty obviously intended to imply Haku is stronger
No, Zabuza is just more well known, Haku is a nobody in universe. Zabuza himself believes that Haku would be too much to deal with for a Kakashi who beat him.
Are you using Haku saying Naruto should kill him?
Kabuto should be stronger than anyone at the Chunin exams by a good amount, but I don't think he could do like 1v10 against Gaara and others(obviously I mean part 1 Kabuto)
