He didn't use haki barrier to block. Every time he fought loki , he had used omen maki to block for example. You would have a point if luffy overpowered omen maki barrier.

I know I am a Imu stan, so for me it would have been better if Gaban said it was the strongest haki he felt, but this is simply going against the manga. He never said that.

You would need to ask oda that. Only DR xebec showed continuous haki barrier. Imu has always used omen maki to block loki's attacks. When he was hit directly , he was sent flying and was huffing and puffing.

Neither imu nor Hk amped xebec showed a haki barrier like DR xebec did for whatever reason but it doesn't change imu's haki is vastly superior lol.
