Plus, Oda even introduced at least 3 immortal characters whom can be damaged by ACoC. There was zero chance Luffy and Zoro would get to beat 2 of them while Sanji's looking helpless against the 3rd.
It wouldn't simply make sense. They needed 3 conquerors and both Luffy and Loki are busy with Imu (Imunko back then). Only Sommers and Killingham were left; perfect opponents for Zoro and Sanji.
Oda even highlighted the wing portrayal more than ever in this arc, especially with Gaban and Rayleigh. If Gaban is relative to Rayleigh, so will Sanji be with Zoro. They had their chance to bet on the possibility that Gaban ends up as a weak Haki user without CoC but this is not the case. He can even use Future Sight.

You’ve had absolutely 0% business coming to this one. And now look at you. Your “Strongest Swordsman” isn’t even confirmed to have or even recieve conqueror’s and even if he is he’ll be getting it after a mere cook…….is that not shameful to your sorry excuse of a fanbase?

The level of propaganda done in Wano was genuinely unbelievable in retrospect. They had gaslighted everyone (including me) into believing that they were a tier apart. Even neutrals were forced to glaze Zoro because that’s how overwhelming his fanbase and the overall narrative was.
You couldn’t even really fight back because their feats were so far apart and they all had 50 essays proving why they narratively weren’t close
