Yeah, which is why Zoro’s case is different. His Conqueror’s Haki had already been confirmed in the manga itself, so it doesn’t really matter whether the Vivre Card confirms it or not. Kuzan’s, on the other hand, is nowhere near as clearly confirmed as Zoro’s. But it’s still hilarious that Garp’s was confirmed because of his fight against Kuzan, while Kuzan’s wasn’t.

Actually, no. We know from his fight against the Revolutionaries that going all out for him means being able to use his Devil Fruit powers at 100%. He had no such restriction in Wano, so he could very well have been completely serious there. He also could have used ACoC in his attacks.
Oda created a situation where he couldn’t freely use his Devil Fruit powers or large AOE attacks that would damage the environment, which was exactly the case when he fought the Revolutionaries in the Holy Land. And even then, he would rather transform into a giant avatar to match Morley than draw his sword, coat it with ACoC, and overpower a fat gay guy in CQC, which wouldn’t cause any collateral damage at all.
Post-Wano, everyone was using ACoC every chance they got: Roger vs. Garp, the Gorosei, Gaban. Yet in both of Green Bull’s appearances, he never used it even once. Instead, he was praising Yamato’s Haki and getting overwhelmed by Shanks’ Haki.

Blackbeard, sure. That makes sense since he’s Kuzan’s captain and an Emperor. Pretty much every Emperor, like 99% of them, has ACoC, so Blackbeard has a much better chance of having it than Akainu or the Admirals. But Kuzan doesn’t have it, and if Kuzan doesn’t have it, then Akainu doesn’t either, at least for now. It would look really bad for Akainu to take ten whole days to defeat someone without ACoC while having ACoC himself.

Teenagers awakening CoC, or potentially awakening CoC or even ACoC, does nothing to give hope to old men who are already in their respective primes, have already fought before, and still never showed it.
Sanji awakening it at 21, while still far from his prime and in the middle of his youth, is one thing. Kizaru being 58 years old, at the peak of his strength, spending an entire arc fighting and getting his ass beat by Luffy, and still not showing ACoC is something completely different. The same goes for the rest of his fellow Admirals.
