The comparison is between Joyboy and Luffy exclusively, nobody else. Imu isn't calling Luffy weak, he's calling Luffy weaker than Joyboy, these are two entirely different statements. For example, old Gaban may be weaker than Kizaru, but he isn't weak by any means.

The rest of your post is irrelevant to what I'm saying, you can believe base Harald > Luffy, but that has nothing to do with Imu's statement.
