The only positive he's got going for him with the current information we've got. That he "might" have superior endurance(if luffy actually down). Loki wasn't exactly fighting on "par" with IMU, hell he's been stabbed multiple times. The only attack he's landed when IMU spaced out.

Imu hasn’t overpowered Loki in a single clash. Imu is just faster than Loki and has better defense/regen.
Imu even tells Ragnir, “You’ve finally found someone who can exact revenge on me,” directly acknowledging Loki as a legitimate threat.
Then there’s Imu’s statement that “Elbaf lost because of their attitude,” which makes it clear the defeat wasn’t due to a lack of strength. Throughout the arc, Imu has consistently hyped up both Elbaf and Nidhogg’s power. He’s been searching for Harald’s killer for years. And all of this is based on NERFED LOKI, and we’ve yet to see hybrid.

I don't get why you always gas up mid tier Naruto characters as being anything special in One Piece. Lol. Like, obviously top tier Naruto characters (Ten Tails Jinchuriki's and up, Six Paths characters, Otsutsuki and what have you) curbstomp anything we have seen from One Piece.......but anything below that?
Barring dumb statements like the Haku thing (which is about as credible as pre-TS Zoro being faster than light because he dodged Kuma's paw bubbles. Which is to say.....not very. Lmao) there really isn't any reason to believe Naruto characters outside of the very top are anything crazy. Black Zetsu literally treated lightning speed like it was something fucking ITACHI stood no chance of avoiding for crying out loud.......
