I think it's a hard sell to say that Oda could make a gag of or humiliate Shanks but I think he might be open to letting him lose from time to time or at least not win.

Like we saw Shanks v Harald for example. He did lose that fight. Or the comparisons with Mihawk in terms of being swordsmen.

IMO Shanks will always be treated with oodles of respect, but that doesn't guarantee he'll always look perfect.

W.r.t Loki it's hard to say what Oda will do, could be either/or imho.

No, that’s why it’ll be a situation where there’s no fight at all. The entirety of the giants and RHP dropping chains on Loki avoids facing the question of who would win in a 1v1 fight.

Let me tell you one thing though, Loki is built up to be way stronger than Shanks by design. The story of Xebec literally started out with him saying that he needs the Nidhogg fruit to beat Imu and the World Government. Guys like Xebec were neg-diff material for Imu, what makes you think that Shanks is supposed to be stronger than basically 50% of Xebec’s plans?
