I never expected Numbers to be important but its great that my theory about them being connected to Punk Hazard is correct.

If they look weak against Straw Hat it's just that Straw Hat becomes stronger.

Look at this panel. They are almost brainless. If he caught them for good neko and inu would never go to zou.

Numbers are above fodder at best.

But explaining the mystery of their origin and race is the real reason why Oda introduced them

I'm on the side that she's not going to be exactly an antagonist fully.

I think it would be cool if Black Maria reveals that she plans to kidnap Robin and abandon the BP after Robin obtains a rubbing of the BP’s Road Poneglyph so that way she can get closer to making herself PK
