Personally I am not too much into agenda or powerscalling but what I think is simple, before omen he was above commender but he is not a top tier either.

We need to actualy see a glimpse of Zoro vs Sommer first and what Zoro himself think about it.

Oda is being carefull, he likely intent to make a statement post fight and is boosting the holy knight in all way possible.


So no one can find excuse like na, they were weak cause in the end they are wielding God Sword or spear.

Expectialy Sommer cause we at least got to see what the sword of wrath can do in a full flash against dragon luffy.

Sommer will use his thorn friit to change the sword into a long spikes weapons likely with divine power.

I think Zoro is reaching high top tier after that fight cause to break the sword of warth his haki will reach the highest level possible and he will learn to maintain it in a long fight.
