Yh I think this is probably the safest bet atm.
In that low top tier category still can't see them beating a Sabo or a Law for instance simply coz of the sheer hax those 2 have but those 2 will be unable to put them down for good too. Though in law's case he can cut them up into pieces and separate their parts like Sanji did initially. Kidd prolly gets beat but Yamato could be an interesting one. Has CoC but not quite sure CoC by itself would be enough to put down those two but we'll see in a bit.

yeh Dracule being a replacment and after that getting destroyed makes also sense, or maybe even pre date the Kings so lost in a fight before the Kings came together to make the WG. basically im just guessing that Mihawk is from a ancient Kingdom that got destroyed
